The 29 districts in Orange County, including the Orange County Department of Education, have entered into a Joint Powers Agreement, through the authority of each of their Boards of Trustees. The ongoing operations of the Special Education Alliance and its Executive Committee members function under the auspices of a 12 member Review Committee.
The Review Committee consists of five superintendents of schools districts in Orange County who are identified by geographical region. Also serving are three special education administrators from Special Education Local Plan Areas representing school districts in Orange County. In addition, two attorneys in private practice representing school districts in special education matters are part of the committee, as well as one attorney from the Orange County Department of Education, who participates providing legal counsel for alliance activities. Finally, one business official completes the committee of 12 and, to ensure county representation, no more than one representative from any individual district may serve as a Review Committee member. |
